Woodlands resident calls police 20 times because of upstairs neighbour who knocks on floor every day

An HDB resident was reported to the police 20 times and summoned to the Community Disputes Resolution Tribunal after constantly knocking on the floor in the early hours and pouring water out her window.
Mr James, 63, told Shin Min Daily News that he had moved into his 11th-storey unit of Block 418 Woodlands Street 41 in August 2022, and had been harassed by his upstairs neighbour since then.
"She often knocks on the floor, sometimes several times a day," he said.
"The most unbearable thing is that she knocks every few minutes from 4am to 7am, affecting me and my wife."
He also claimed that the neighbour would throw water from the window every morning and it would splash onto his air-con compressor.
"When I first moved in, she would throw eggs, which soiled my laundry that was hung outside," recounted Mr James.

"She would also often spray insecticide or detergent outside the window, and we could smell it from the kitchen.
"We didn't dare hang clothes outside any more."
Mr James tried to talk to his upstairs neighbour, but she refused to open the door after repeated visits.
"I later contacted the authorities and called the police at least 20 times, but it was useless. I tried to resolve the issue through the Community Disputes Resolution Tribunal."
The neighbour during the mediation session agreed to stop knocking on the floor and splashing water but returned to her old ways three months later.
"The problem is still not resolved. I just hope she will stop knocking on the floor and splashing water."

When the reporter visited Mr James' flat at around 9pm on March 13, knocks could be heard from his ceiling.
The resident upstairs was a woman who lived alone and did not answer when the reporter visited the unit.
