It was raining.

A woman was saddened to see a worker eating lunch on the road in a Sembawang HDB estate on June 1 at 1.50pm.

Stomper Anna shared a photo of the worker sitting on cardboard behind a parked van under its open rear door to shelter from the rain near Block 106A Canberra Road.

"I approached him and asked him to sit under the block to have his lunch," recounted the Stomper.

"He told me because of the traffic camera, the man - I'm not sure who was the man - asked him to eat like this on the road.

"Because the worker was scared of this camera, he did this."

Anna said: "It looked very inhumane to me. It was raining as well."

She told Stomp that she was puzzled that the worker did not park his vehicle at a multi-storey car park before having his lunch.

"It's very sad to see such incidents happening in Singapore," said the Stomper
