Woman allegedly feeds pigeons every day in Bishan, once hid in bushes when she saw Stomper

A woman has allegedly been feeding pigeons daily at Sin Ming Avenue in Bishan for close to a year.

Stomper WY said the elderly woman usually looks around discreetly before scattering a handful of uncooked rice grains onto the ground.

"It's usually two to three times a day. Before 8am, some time between 11.30am to 1pm, and between 6.30pm to 7.30pm," said WY, who shared a video of one such incident.

According to the Ministry of National Development, feeding pigeons encourages them to stay in the area and breed, leading to overpopulation. This can be dangerous, as pigeons can spread diseases, stain homes and public amenities, attract pests and make them reliant on humans for food.

WY once confronted the woman, who denied feeding the birds and said she was looking for their eggs despite holding a plastic bag full of rice.

On another occasion, she even hid behind the bushes when she saw the Stomper observing her.

WY alleged that the woman once became aggressive when confronted about her actions. The Stomper said: "I saw her hitting another guy for telling her not to feed the pigeons."

WY sent a complaint with a video of the woman to the National Parks Board (NParks) on Sept 9, 2024.

NParks replied that it "arranged for surveillance to be conducted in the vicinity to catch any feeders in the act".

The board added that it had stepped in to conduct "pigeon management works" at Block 445 Sin Ming Avenue to reduce the pigeon population.

Under the Wildlife Act, anyone caught feeding wildlife, including birds, can be fined up to $5,000 for their first offence, and up to $10,000 for subsequent offences.
