What is this? Is it a bicycle-train?

Stomper Paris spotted a bicycle-train like contraption nearby a hawker centre in Ang Mo Kio today (Dec 14).
The Stomper said that:
"The train cycle was unattended and the red lights were blinking on and off.
"It was really cool and obviously home constructed and joined together. "
