Update on Nov 27:

The pet owner has spoken up for her helper.

She contacted Stomp and said: "As my dog's owner for nine years, I understand that she doesn't like rainy days and wet floors. Whenever it's a rainy day, it's a bad day for her.

"My dog is on a harness, so the way my helper is pulling her will not harm her. Perhaps my helper could have been slower in handling her to bring her home, but I don't see that as mistreating."

The dog owner said she appreciates the Stomper trying to alert her about the incident, but "perhaps telling my helper on the spot instead of public shaming" would have helped.

Original article:

A woman was caught on video dragging her dog around an HDB block, alarming a passer-by who witnessed the scene.

The incident happened at Block 539 Serangoon North Avenue 4 on Nov 14 at about 7.30pm

Stomper Rajen said he was initially drawn to record a video because the dog looked "so cute", but he quickly became concerned after noticing how its handler was treating it.

In the video, the woman can be seen tugging on the dog's leash even when it appeared reluctant to move or continue walking.

Rajen believes the woman was dragging the dog in an "aggressive" manner because it was hesitant to step onto the wet floor.

He told Stomp: "I did not approach her, but at some point, she started holding the phone like she was recording me, then quickly went back to where she'd brought the dog earlier."

Rajen, who hopes his video will reach the dog's owner, added: "My heart so pain to see this."
