Stomper feels 'heart pain' to see cat perched precariously at 4th-storey window in Bukit Panjang
A Bukit Panjang resident was concerned to see a cat perched precariously at a fourth-storey kitchen window at Block 470 Segar Road on the morning of July 21.
Stomper W shared a video of the animal sitting on the window sill looking down at the steep drop at 10.40am.
"Haizzz, see already heart pain," said the Stomper.
"If the owner cannot handle the safety of the cat or have preventive measures in the home, then why is the owner allowed to compromise the animal's life? Really heartbroken."
In April, a kitten was rescued from a ledge outside a sixth-storey window at Block 654A Punggol Drive.
In May, the Government announced a new framework to allow Housing Board flat dwellers to keep cats. It will come into effect in September when a two-year transition period for cat owners to meet licensing and microchipping requirements begins.
The Cat Management Framework – under the National Parks Board’s Animal and Veterinary Service (AVS) – will allow up to two cats to be kept in each HDB flat, and up to three cats for each private residence, with owners required to license and microchip all their pet cats.
“Those with more cats than the limits for HDB flats and private premises will be allowed to keep all their existing pet cats if they license them within this transition period,” said the AVS.
