A pillion rider on a motorcycle was seen travelling from Clementi Road to Pasir Panjang Road without a helmet.

Stomper Singh, who witnessed the incident, said it happened on Oct 9 at about 4.20pm.

"This motorbike was travelling from Clementi Road, near the Kent Ridge Crescent junction, all the way towards Pasir Panjang Road," he said.

"I saw the rider cross the junction between West Coast Road and Pasir Panjang Road and the passenger wasn't wearing a helmet at all."

The Stomper added that the motorcycle had a Malaysian-registered licence plate and questioned how the pair could travel such a long distance without being stopped.

"This is Singapore. Why no need helmet for passenger?" he said.

Under the Road Traffic Act, both riders and pillion passengers must wear approved motorcycle helmets while riding on public roads.

Offenders may face a fine of up to $1,000 and/or up to three months' jail for a first offence.
