Neighbour, 72, warned by police for causing hurt to Stomper's 81-year-old dad, but 'intimidation continues'

An 81-year-old Bukit Batok resident was allegedly attacked by his 72-year-old neighbour in 2024.

But despite a police warning, the neighbour continues to harass the older man, according to Stomper SPS.

"The intimidation continues till now," said the Stomper, who is the son of the 81-year-old resident.

In response to a Stomp query, the police said they received a call for assistance at Block 450A Bukit Batok West Avenue 6 on Jan 15, 2024, at about 7.10am.

The Stomper's father was taken to hospital. He was conscious at the time. The neighbour was subsequently investigated for voluntarily causing hurt.

The police told Stomp: "Upon completion of investigations and after careful consideration of the facts and circumstances of the case, the police, in consultation with the Attorney-General's Chambers, administered a 12-month conditional warning to the 72-year-old man on April 25, 2025, for the offence of voluntarily causing hurt."

The Stomper said: "The assault left my father unable to walk as he did before, and he suffers from recurring pain as a result."

But issues with the neighbour had started long before the assault.

"Over the past seven years, my parents have repeatedly complained about the neighbor's irrational behavior, but I did not take these complaints seriously, believing the situation could be resolved through tolerance," recounted the son.

"Unfortunately, the neighbor took advantage of this and twice attacked my father, though these incidents were not reported to the police."

"According to my late mother, the neighbor once intimidated her, saying he could do whatever he wanted to make them move away."

One issue was the smoking.

The Stomper said: "Over the years, my mother's health deteriorated due to his inconsiderate smoking. She had asthma, and the smoke made her condition worse. His actions caused significant mental stress for my parents.

"The neighbor frequently smoked in the skygarden and corridor, littered and spat on my mother's plants, and even caused electrical issues at my parents' home."

A month after the assault where the police was called, the Stomper's mom died on Feb 16, 2024.

"Police officers did visit us for further investigation, but during that time, we were unavailable as we were occupied with preparing for the funeral and attending to post-funeral rituals. We needed time to recover emotionally and did not pursue the case at that low point," explained the Stomper.

"The neighbor showed no remorse and began harassing my father by making loud, irritating noises, banging on the rubbish chute, and other actions.

"We decided to install our own CCTV on April 27, 2024. I also visited my father regularly before moving in with him on Aug 18 to ensure his safety and prevent further harm.

"While we tried to ignore minor harassment, the situation escalated. The neighbor started challenging us by blowing a loud whistle outside our corridor. On Jan 2, 2025, after he blew the whistle three times, we called the police."

The Stomper shared videos of the neighbour blowing a whistle in the corridor as well as allegedly urinating in the common area multiple times and littering.

The Stomper said he has reported the alleged offences to the National Environment Agency.

"Recently, he pressed lift bell so frequently that that I reported it to the Housing Board," added the Stomper.

He said he was "disappointed" when the neighbour received only a 12-month conditional warning.

"It seems so unfair. And he is even more cocky now," the son told Stomp.

"Right now, the authority are not doing much, so I would like to expose this nuisance to the public to let people judge how shameful that such terrible people can be unpunished."
