Note handwritten in English and Malay left outside flat splashed with red paint, man arrested

A 21-year-old man was arrested for loanshark harassment after a bilingual note was left outside a flat, where the main door was splashed with red paint.

The note was handwritten in English and Malay.

The police were alerted to the case at Serangoon North Avenue 4 on Feb 24 at about 8am.

Through follow-up investigations and with the aid of images from police cameras, officers from Ang Mo Kio Police Division established the identity of the man and arrested him on the same day.

Preliminary investigations revealed that he is believed to be involved in several similar cases of loanshark harassment islandwide.

On the same day at about 5.45pm, the police were alerted to another case of loanshark harassment at Punggol Central, where the main gate of a flat was secured with a bicycle lock.

Through follow-up investigations and with the aid of images from police cameras, officers from Ang Mo Kio Police Division established the identity of the 56-year-old man and arrested him the next day.

Preliminary investigations revealed that he is believed to be involved in other similar cases of loanshark harassment islandwide too.

Both men were to be charged in court on Feb 26 under the Moneylenders Act 2008.

For first-time offenders, the offence of loanshark harassment carries a fine between $5,000 and $50,000, with imprisonment of up to five years, and caning of up to six strokes.
