Who's at fault? Volkswagen collides with taxi at Anson Rd

A Volkswagen car crashed into a COMFORT taxi at the junction of Anson Road and Keppel Road at 11:45pm, yesterday (12 Oct).
The video of the accident was posted on Beh Chia Lor - Singapore Road Facebook's page last night.
The video shows a motorcycle travelling near two taxis, a Premier SilverCab and the COMFORT taxi mentioned.
After the motorcycle got out of the way, the Premier SilverCab got into the same lane as the COMFORT taxi.
The Volkswagen was behind the COMFORT taxi which had slowed down.
As the driver of the Volkswagen accelerated, his car crashed into the COMFORT taxi.
