What is going on? Cyclist flouts traffic rules by cycling against traffic flow

Stomper Rosle was shocked when she spotted this cyclist travelling against the flow of traffic along Seletar Road.
Said the Stomper:
"I came across a cyclist on the road, cycling in the opposite direction, against oncoming vehicles.
"I wonder if she is thinking of cycling on her own way?"
