Is this even allowed? Stomper spots pet dog on board motor scooter at Farrer Road

Stomper V was walking to Botanic Gardens MRT Station at around 10.50pm yesterday (Feb 6) when she spotted something unusual at the traffic junction of Farrer Road towards Coronation Plaza.
A dog on board a motor scooter.
Wait what?
And no it was not in a pet porter, it was simply standing on the front board -- squeezing itself in the narrow space between the rider's legs and the front panel.
Said the Stomper:
"It looks so dangerous!
"Thankfully the dog was rather well trained and did not move much, but this still doesn't change the fact that it risks the dog's life."
