Happens every year: Offerings strewn all over even though bins are provided

It seems like this is an occurrence every year during Hungry Ghost Festival in Singapore.
Stompers Farhan and Anonymous sent in photos to Stomp, showing offerings strewn all over the ground and overflowing in bins.
Farhan said:
"Happened at Blk 551 Woodlands Dr 44!!"
The photos he sent showed rubbish bins overflowing with discarded offerings and other offerings being strewn all over the grass patch."
Anonymous said:
"This happens every year. Government has given proper place to do prayers yet..."
