The police said they were alerted to a call for assistance at Block 137 Petir Road on June 5 at about 1am.
Upon arrival, officers found the woman lying motionless inside the flat and she was pronounced dead by paramedics.
The man was arrested at the scene.
Neighbours said the man struggled with dementia.
"We would see him going about on his PMD and he gets lost sometimes,” one neighbour told TNP.
The man often talked to himself, another neighbour told Lianhe Zaobao.
A maid working for one of the neighbours told The Straits Times the couple lived with their grandson, who is in his 20s.
She said she had never heard the couple argue before and did not hear any screams or shouts when the alleged murder took place.
Police investigations are ongoing.
The man will be charged in court on June 6 with murder, which carries the death penalty.
