# Teen, 17, performs sexual acts on underage girl at HDB staircase landing, she reports him to the police afterwards

*A teenager has been charged after a girl reported him to the police for having sex with her at a staircase landing when she was 12.*

A teenager has been charged after a girl reported him to the police for having sex with her at a staircase landing when she was 12.

The teenager, who is now 19, faced three charges, including statutory rape and offences under the Children and Young Persons Act.

He pleaded guilty to one charge on Oct 2, with the remaining charges taken into consideration during sentencing.

As he was a minor at the time of the offence, a gag order was imposed to protect his identity.

## Engaged in sexual activity at staircase landing

The victim, now 14 and in Secondary 2, was 12 at the time of the offence.

According to court documents, the victim and the accused met online in late September or early October 2024 and began communicating.

During their conversation, the girl revealed her age to the teen. She also shared that she had previously engaged in sexual activity with other individuals at a staircase landing near her home.

The pair later discussed sexual topics and the possibility of having sex with each other.

On Oct 10, 2024, the accused learnt where the victim lived and that she usually finished school between 5.30pm and 6pm.

At around 6pm that evening, he went to her block — the victim was not expecting him at the time.

Upon arriving, the accused called the girl, who subsequently went downstairs to meet him at the void deck of her Housing and Development Board (HDB) block.

The victim then brought the accused to a nearby HDB block along Bukit Batok Street 33 and proceeded to the staircase landing between the 8th and 9th floors.

There, the pair engaged in oral sex and sexual intercourse, before leaving separately.

Court documents stated that the victim had consented to the sexual acts.

According to Shin Min Daily News, the girl reported the incident to the police, and the accused was arrested on Oct 16, 2024.

Having sexual intercourse with a person under 14 constitutes statutory rape, regardless of whether the person consents. The offence carries a maximum jail term of 20 years, as well as a fine or caning.

## An isolated incident: Defence

The accused appeared in court accompanied by his mother.

His lawyer described the case as an isolated incident that occurred spontaneously between two young people. The accused appeared relatively calm during the hearing.

In pleading for leniency, the lawyer said the accused understood the seriousness of the case, but emphasised that he was only 17 at the time of the offence.

The lawyer also said that the accused posed a low risk of reoffending and urged the judge to impose a light sentence.

After the accused pleaded guilty, the judge directed the prosecution to prepare a report assessing his suitability for reformative training.

The case has been adjourned to Nov 6 for a further mention. The accused will remain in remand in the meantime.
