# Man fined for running unlicensed Orchard Towers massage parlour where wife provided sexual services

A man was fined for running an unlicensed massage establishment at Orchard Towers, where his wife was providing massage and sexual services.

The offender, Leng Kheng Chiang, 65, was fined $7,000 after pleaded guilty to one charge under the Massage Establishments Act.

According to court documents, the man had been running a beauty salon called Fragrance Beauty since January 2022 — he was the company’s owner and sole proprietor.

The salon did not have a licence to operate as a massage establishment and was not exempted from the licensing requirement.

## Wife found offering customer sexual services

Although the salon was styled as a business offering facial and beauty care services, Leng knew that his wife, Wang Aimei, was providing massages there and allowed her to do so.

At about 4pm on July 7, 2022, police officers conducted an enforcement check at the premises.

They found that while giving a customer a massage, Wang offered him sexual intercourse for $150 and oral sex for $100.

Leng rarely visited the salon and was not involved in its operations. It is also unclear whether Leng knew that Wang was providing sexual servics at the establishment.

## Unit had been vacant for years before being rented out recently

When Shin Min Daily News visited Orchard Towers on Oct 23, a female business owner operating nearby said she had no recollection of a masseuse providing services at the unit four years ago. She had also never seen Leng.

She added that the unit had been vacant in recent years, with no one seen visiting the premises until it was rented out this year.

A business owner who declined to be named told Shin Min that Orchard Towers was notorious for its seedy atmosphere several years ago, when massage parlours and beauty salons were plentiful. Some massage workers would even approach passers-by to offer their services.

However, the illegal establishments have disappeared following the Government’s stepped-up enforcement efforts in recent years.

“This is good for us too, because customers will only patronise the building if it has a positive image,” the business owner said.

Mr Zhang, who runs a food and beverage business on the first floor, said there used to be many women offering sexual services at Orchard Towers.

“Perhaps they could no longer find opportunities here, so they have moved elsewhere,” he said.

During the visit, reporters observed numerous businesses that had recently opened on the first to fourth floors, including churches, gyms, and antique shops.
