# Politician who met girl at 11 jailed for having sex with her at 13, claimed they were ‘in love’

A 39-year-old Hong Kong politician has been sentenced to two years and six months in jail for having sex with a 13-year-old girl in 2011.

Sei Chun-hing, a member of Hong Kong’s Yuen Long District Council, was sentenced at the District Court on Nov 3 after being convicted of unlawful sexual intercourse with a girl under 16.

According to the South China Morning Post (SCMP), District Court Judge Stanley Chan Kwong-chi criticised Sei for showing no remorse towards the victim, whom he had claimed to love.

## Met girl when she was 11

According to Hong Kong newspaper The Standard, Sei first met the girl in 2008, when she was 11, and he was assisting an instructor with a primary school drama group.

The court heard that they subsequently developed a relationship.

On March 14, 2011, Sei, then in his 20s, had sex with the girl, who was 13 at the time, at a flat in Tin Shui Wai.

Hong Kong broadcaster TVB reported that the victim said she and Sei later broke up.

She decided to come forward after learning that he had entered public office, as she was concerned that his position could bring him into contact with young children.

Sei was convicted on Sept 14, 2026, of unlawful sexual intercourse with a girl under 16.

However, he was acquitted of a separate charge of indecent assault relating to an alleged incident involving the same girl in 2008.

## Defence claims pair were ‘in love’

During mitigation, Sei’s lawyer argued that he and the girl had been genuinely in love at the time of the offence.

The defence also submitted nine letters seeking leniency, including one from his wife and others from politicians, friends and acquaintances.

However, according to SCMP, the judge noted that Sei himself had not written a letter expressing remorse.

Hong Kong’s i-CABLE News reported that the judge found the offence had been planned and that Sei had failed to show remorse or apologise.

The court also heard that Sei did not use a condom, exposing the girl to risks including sexually transmitted infections.

Citing a clinical psychologist’s report, the judge said the victim suffered from post-traumatic stress disorder and required psychological treatment.

He stressed the need to protect children and impose a deterrent sentence.

Finding no grounds for a reduction, the judge sentenced Sei to two years and six months in jail.

## Politician faces loss of council seat

According to the Hong Kong government, Sei’s remuneration and allowances as a district councillor have been suspended since his conviction on Sept 14.

Under Hong Kong’s District Councils Ordinance, a councillor sentenced to more than three months’ imprisonment without the option of a fine is disqualified from holding office.

However, the government noted that both the prosecution and defence could still appeal the case.

It added that a supervisory committee had been appointed to investigate the matter and would follow up according to developments in the legal proceedings.
