A Malaysian motorcycle was spotted being used to make Grab and Foodpanda deliveries at a condominium at Balmoral Road.

Several Stompers shared a video of the bike taken on May 4 at about 7pm.

Stomper Coco said: "I'm submitting this video on behalf of a food delivery rider who captured it.

"The video shows a Malaysian motorcycle carrying Grabfood and Foodpanda food delivery orders.

"We believe the Malaysian motorcyclist was delivering those food orders and thus was doing something illegal."

A question about illegal foreign delivery riders was raised in Parliament in October 2024.

The Ministry of Manpower (MOM) said in a written answer: "MOM has worked with food delivery platform operators to advise riders against allowing foreigners to use or share their food delivery accounts.

"Platforms operators can also enhance their processes to prevent the misuse of accounts by unauthorised parties.

"Working through platform operators is more effective and efficient than conducting proactive inspection, given the decentralised and mobile nature of food delivery work.

"MOM also acts on complaints to weed out these practices. This is also an effective channel of enforcement as legitimate workers have an interest in raising cases of offences to the authorities.

"From January to June 2024, MOM received a total of 14 complaints on suspected illegal foreign delivery riders. Enforcement action was taken against one case as the other cases were found to be unsubstantiated."

In November 2024, four foreigners were charged with working illegally as food delivery riders in Singapore without valid work passes, which carries a fine of up to $20,000, imprisonment of up to two years, or both.
