Why so kancheong spider? Vezel speed demon zooms along road shoulder on CTE

Stomper Ix's brother was riding along the Central Expressway (CTE) on Jun 18 when a car suddenly zoomed by him from the left, driving on the road shoulder before the Jalan Bahagia exit.
The white Honda Vezel was travelling at a speed faster than the other cars on the road and passed by at least three other vehicles before getting back on the proper lane.
He then even drove on the Chevron markings before speeding away further down the expressway.
"Is driving along the road shoulder permitted these days," asked Ix.
